Takumi Manabe

Manabe Takumi is the chief of the Private Funeral Division . After the disbandment of the PFD he joins Kakerou as Referee 29. Manabe is characterized by the unnatural growth of hair on the left side of his face. When he was part of the PFD he believed that no one should be able to stand above the police. He was keen on keeping order and believed that the balance of society is based on the police protecting the order by maintaining the weak and timid citizens. Manabe felt attracted to the idea of joining Kakerou but also guilty because to him Kakerou went against the order.
